I'm going to pass on the bridging of wires and bypassing all safety bits.
At this point I will scrub racing of the bird tonight.

Bring back to auto parts store, have them test it and/ or replace it.

dude, your wasting time, it's not your starter...if you jump those wires that baby will fire...if yor not getting voltage its something else inhibiting that.....its gotta be a safety switch, if you can get your hands on a tech2 you'll know in 5 minutes...it'll say what safety switches are opened or closed and will direct you straight to your problem....dont give up....jump the wire just for a second if it burps you know thats not your prob.
if it's not mounted to the shifter it's in or on the trans somewhere, if the starter is good then it could also be in your steering column, (the problem not the neutral safety switch)

that's a good point, the contacts could have gotten dirty/worn and may not be sending the signal anymore.....basically you need a tech 2 or some kind of diagnostic software so you can see what's actually happening, without it it'll take you forever to trace and test each safety switch, and/or regualar relays....what about the starter relay....you cant tell it's bad by looking at it....find the starter relay, then pull another relay that is the same for another function, swap em and give it a shot.
Make sure the car is in park when you jump the starter. (If you do it.)
Did you wait for some time before trying a different key?
I have heard it will disable itself for a while. Never had it happen.

ok, fine then I will explain. the big wire you tested earlier has constant power, thats what actually gives the starter it's power. Now to get that power to the starter you need a relay. that relay is controlled by that little wire that you said didnt have any power. when power is applied to that little puny wire it kicks in the relay and completes the circuit. Thus letting the starter engage. All your doing is completing a small circuit which in-turn completes a larger circuit. "the starter" the only way you can screw this up is by shorting something while your attempting to do this whole procedure.....this is easy, just take it one step at a time. but eh, have a fire extinguisher handy just in-case ;)

What is the netral safety switch like(just in general not directly to you James) Is it just a simple inline circuit? Can he just jump it with a paperclip or something to see if his neutral safety switch. (Just to avoid wasting $40 on a neutral safety switch)
What about the cylinder lock? is there a way to check that out...
I know when my cylinder lock went out in my 3.4L I woudl crank and get no start. It worked Intermittantly, I couldn't figure out my problem and eventually just threw it at the dealership $300 later I had a new key for the car.
Also another quick suggestion, do you have a spare key james? Wait a bit and try that key. See if maybe something happened to the VATS part on your primary key.

The neutral safety switch is supposed to be located under the console. It's one of the most obvious looking things you see when you take the console off. It keeps the car from starting unless the transmission is in park or neutral. And about the VATS/Key issue. If that's the problem, it should flash "Security" on the gauges. It will do everything but turn the starter when the security light is on.
Seriously, just take some wire, hook it to the positive side of your battery, and reach down there and tap it against the positive lead on the starter. And yeah, a fire extinguisher isn't a bad idea, if you're scared.
Just changed the starter with a new one.... same thing, no start.
Battery is fine.
Fuel psi is there.
Wiring checked and recehcked.
Starter claims it can be started with a min of 8 volts... I'm at 11.7.
I found the neutral safety switch and attempted to bypass it. I took a wire with male connections on either side, I dissconnected the neatral safety switch and put one end in the brown wire and one in the yellow wire section.
According to my chilton's manual, it looks like those are the only relevant wires.
I am at a loss.
I am NOT bringing it to a dealer.... as soon as they see my car they will refuse it.... it is... NOT STOCK.
I don't have access to a scanner... because they are at the dealer.
