Thats probably his spare since obviously his original rim was messed when he got hit (or hit something else?) on that side resulting in the door damage.

Victimization, if you have rust, you are probably mixing up your fenders with your quarter panels, which are steel.
The stock fenders are a thermoplastic blend, I think nylon, polyurethane, and some other stuff, because they need to be stiff. That is why they tend to shatter when you hit stuff with your car. (It is also a white to yellow color)
The bumpers are polyurethane, which offers more flex and usually tears. Newer ones may have some fiberglass in them. (It is usually a black/gray color underneath)
Usually aftermarket body panels are made from polyurethane or polypropelene, or figerglass, but PU is more popular.
Upon further investigation I learned that the fenders, doors and hatch are not comprised solely of fiberglass as I originally thought. Fiberglass typically refers to epoxy-based composites. It is instead called Sheet Molding Compound (SMC) and it is a fiberglass-reinforced composite plastic. There is no metal in it. Only the hood, roof and rear quarters are metal.
