possible to remove speed limiter?

I am working on a cheep solution.
www.jetchip.com has an SCU2000 (something like that). It gets rid of the speed limiter and compensates for gear and tire changes. However, it is around $250.
If anyone has one, does the unit simply stop the speedometer at 100mph or will it peg the speedo? I am pretty sure its not just a stop on the speedo. It either cuts fuel or ignition, something like that. Depends on your year.
The only company I've found that makes one right now, for the '98, is www.asechips.com. You have to send them your chip, so the car is down until you get it back. (well, except the jet chip, but all the feedback I've seen here is negative on this brand, so it didn't make the list.)
There are some people here who are working on their own reprogramming solution, but not too sure how far along they are. Part of the problem is that the chips were different from 96 to 97 to 98 to 99, so they have to re-figure out everything from year to year.
The hpp3 people seem pretty good on the newer years.
Another thought is getting a pulse modifier, to trick the system into thinking you are going slower than you really are. I had considered halfing the pulses, then just have to double the reading on the speedometer to tell how fast I am going. I guess if you don't mind the small print, you could cut the pulses so that the kmph numbers matched your true speed. The problem with this approach, is your rpms will still be up, so you will probably get a transmission slipping SES code, since the mph won't be up there to match the rpms.
