94 bird blinker relay

the right blinker doesnt blink. i can hear the relay of the left blinker under the dash and im pretty sure the right blinker is right next to it. is the relay just one of those cheapos that cost like $3 or ?

i know i just need to look at it, but its not my car and i just want to have a heads up before i go into the dash. it is right under the steering wheel right?

If it comes on solid it's probably that either a front or rear bulb is out.
