Crazy water pump?

My friend has a 96 cav. and his car is overheating. I think he needs a new water pump ( same symptoms I had, it leaks on the exhaust pipe, burns, white smoke, ) and the radiator hose connecting to his engine to the bellhousing does NOT get warm, does not even get any coolant I believe! lol Is this a bad water pump? I told him to try to replace the thermo just in case, its so cheap, then see about a new water pump, see if thats it! Anyone have any advice?

the hose there that connects the radiator to the block feels as if there is no coolant whatsoever, he said he filled it up yesterday (100%coolant,0% water lol) so I didnt think that there was no coolant whatsoever... arghhh!
