When you jacked up the car and spun the tires, were the brakes hot or cold?
They might not drag when cold, but could drag considerably when hot.
Also your new tires are 1 3/4 inches wider and 3/8 inch lower than the originals. The wider tires will produce more friction or drag affecting gas milage.
Maybe someone who does tunning can help with this one; is the P245/45/17 a tire size change option in the PCM? Yours might need to be changed.
