which will i get most gains from, tsp tune would be much cheaper but i am doing an almost full exhaust right now!! so which one would be better

well what do you have done so far? I have heard a TSP tune would give about 15 hp or so, whereas headers, would only give about 5-7. -
i have a hooker exhaust 3 inch, with cutout, and CAIComment
