One last thing that I can think of.
If you didn't use the proper tool to set the seal in the cover, or use a large enough diameter tube (matching the diameter of the seals steel retainer/housing) you could have bent or distorted the seal. I've seen where a seal has been bent (I mean really bent! not just a warp or slight distortion!) trying to install it, but it straightened out when it was fully driven in place. But the seal leaks because although the visible exterior steel retainer/housing (or the metal part of the seal assembly) looks straight it was kinked internally which caused the seal lip not to contact as is should have, and then leak.
