automatic transmission fluid level?

i've searched around a good bit and found that we need about 5 quarts to fill the trans fluid,but is this when you remove the filter and what's in the pan?
or is this all the fluid including what you don't get out?

there will probably be fluid still all up inside the radiator and the cooler lines
but my Manual says 8.8 oz of Dex 3!
if its completely empty
I'd rather be overful than too low
but both is bad, its just too low is worse

5 quarts for pan removal. 11 for overhaul
