The vacuum lines are either not hooked up or are mis-routed

Sounds like you need to check your vacuum check valve. It under the hood by the computer. If your engine was replaced they may not have slipped that hose back on, or broken the valve. Its an easy quick fix if that's the case.

Always check Shoebox's site. Solutions to many common problems can be found there...

I had the same problem and replaced the check valve , didnt work , so i unhooked the hose that goes to the front of the car to the vaccum tank (which i replaced also) and hooked up a small rubber hose to that part of the check valve and hooked it up to an extra vaccum line iam guessing , its on the top of the engine with a red cap on it .... iam sure its not good lol but it works now , execpt when i floor the car the vaccum loses power and goes back to the deforst for a second

Since you've taken the vacuum tank out of the loop, that's why your vents don't work when you punch it. So then you just need to check the hoses going back to the vacuum tank, and the tank itself. Somewhere there is a leak.
