On the SSM homepage,they give the impression that the GM3800 PowerPak will give you 200HP! May be a misunderstanding but I don't think $1900 is gonna have me whoopin a Z06.

They mean 200hp overall at the wheels, not an additional 200hp. From what I understand, 3.8's put down about 160hp at the wheels stock.
