like a bunch of ish underneath my car is startin to rustin out or is currently rusted .. is there any way i can ... fix this sort of thing or am i just gonna have to replace it all?

If it's just surface rust (has not penetrated the panel)
1) grit blast the corrosion away. (Sanding and grinding will not get it all)
2) chemically treat and etch the surface. (I use muric acid)
3) apply a thin coat of primer.
4) if an external surface, apply finishing putty, smooth and feather
5) apply primer and finish coats
6) if interior or underbody surface, apply an undercoating.
If the rust has penetrated through the panel, your in for some hurtin! There are only two ways to make sure the rust won't come back:
1) cut the rust out (at least one inch around the rust area) and to weld in a patch (or you can use one of the new adhesive systems). Patch panels from an autobody supply store works well for this.
OR
2) Complete panel replacement.
