    They pop all the way but the lens it self it low and i cant fig. out how to adjust them

    There are two screws, one on the side and one on the top of each light. Turn those to adjust the aim up and down or side to side

        Best to do it at night. And find a wall that you can park in front of. It makes it easier to see exactly where you have adjusted them too.
