Every time I turn my steering wheel there is a high pithched whining sound coming from outside. My friends car did this and it was low on power steering fluid. Nayone know how to tell what the problem is? No fluid levels are low and nothing is leaking.

It's the Power Steering Pump. My 96 Firebird did that for 4 yrs. I did everything but replace the pump and it was still there when I sold it.

The rack and pinion will make that noise when it has an internal leak. There are 2 causes for it: 1). There is air trapped in the fluid. This can be fixed with a fluid flush and bleed. 2). The internal seals on the pistons are leaking. This can't be fixed so easily. In some cases, it doesn't really affect much. You will lose some of the power assist but 9 out of 10 times, you won't notice it.
