SES light not flashing when code reader is plugged in?

ok so i posted earlier about more car running like crap and the SES light being on, ok i've been perplexed by this for a few days now, i bought the code reader plugged it in following all the steps and the SES light dosent blink or anything, the code reader manual says if this happens to refer to the service manual, so i bought the Haynes version, and it says that even if there are no codes present in the system that the light should blink code 12 to signify that the OBD system is functioning, well nowhere in teh manual at least that i can find says anything about diagnosing why the light isnt blinking, any suggestions guys on how to figure out why i cant ge the damn light to blink :mad:
