Ok here's the deal. Every time it gets cold, I have difficulty starting. At first I'll try to start and I get nothing. Then I'll let it sit with the key in the "on" position, and I hear a constant very very fast paced ding-ding-ding-ding-ding-ding-ding(you get the point) coming from the BCM. After 1 or 2 minutes of this the ding slows down to normal (like how it sounds when you can start normally) and I am able to start. Is this a bad BCM, or bad PCM connections? Or is it just because its cold? Can anybody help?

Have you had your battery checked lately?

Bad battery or poor terminal connections are probably cause. Replace the battery if is original for your 96 and make sure you clean the terminals with baking soda and water after removing the boots. Get new battery terminal bolts too.

I'll double check the terminals, but the battery is a red top optima and its like months old.

Terminal connections must be perfect. I have had trouble and traced it down to that problem. No start unless they were perfect.
