My 99 firebird has been going into reduced engine power right after start up, so i took it to the dealer and had them scan it an it came back as TAC throttle boy at fault. So i take the car home and remove the throttle body and find the hole inside of intake is black and the back of the throttle boy is black. Is this normal and does the throttle body need replace?

the carbon build up is normal. clean it up while you have it all off. Unless you give the actual code, I can not really help. usually its the gas pedal position stuff but also the throttle body. you may have to replace it.

but you need to get the correct DTC then use the link below to see what it means and figure out which part.. autozone will read it for you, like she listed above, but if you plan on owing a car for a while an Actron PocketScan Code Reader ($70ish) is worth having

Finally had car scanned and heres what i came up with.
DTC P1120 Throttle Position (TP) Sensor 1 Circuit
DTC P1220 Throttle Position (TP) Sensor 2 Circuit
DTC P1221 Fuel Pump Secondary Circuit Low
DTC P1441 Evaporative Emission (EVAP) System Flow During Non-Purge
DTC P1515 Electronic Throttle System Throttle Position
DTC P1516 Throttle Actuator Control (TAC) Module Throttle Actuator Position Performance

this cod eusaly means that thew line running from the carcoal canister to the throttle body is stuck open . usally peices of the carcoil are stuck in the solinoid. i would check that first
