      If the turn signal sometimes blinks and sometimes stays solid it's not the bulb or the flasher, it's a loose connection or the bulb is making bad contact. You need to check the bulb sockets for corrosion and the wiring coming out of the socket. Usually a small piece of sand paper wrapped around your finger used to scrape inside the socket will freshen the contacts up.

      If the wipers go straight up vertical when you turn them off then what happened is they were put under a heavy load (clearing snow?) and the keyed disk on top of the wiper motor that controls positioning got spun around. You will have to remove both wiper arms (which is a PITA because they like to sieze on the pivot) and the plastic cowling on the driver's side to access the motor.

                First of all, if the car is tarped and under snow, who in the heck cares what the problem is.

                Secondly, it's most likely the relay if the blinker is coming on and staying solid....it will blink really fast if the bulb is out.

                Thirdly, your wipers are doing that because they obviously had too much force put against them when trying to push snow off of your windshield and now they are out of alignment. It's a simple fix, all you have to do is take them off (your motors) and realign them until your wipers are all the way down when you turn them completely off.

                And lastly, once again who in the heck cares what the problem is if it's wearing a skirt and has snow all around it. I don't think you are going to be getting a traffic stop anytime soon that way. :)

                  First off I in the the hell care about it, secondly my car was away well before the first snowflake hit the ground in buffalo, thirdly and more importantly where is the blinker relay so i can fix it?
