Today I found a shredded belt lying in the engine. So i bought a new one that won't stay on, it's a tight fit, then i start the car and it flops off. My brother says it's the Tensioner pulley being loose(it wobbles) if that would be it what should i do?

does the tensioner pulley itself wobble, or the whole tensioner assembly?

i think it's the whole thing, its only 40 bucks here so, but im going to try and tighten it or something tomorrow..is there a way to make it tighter(the belt)?
so maybe i could buy the new tensioner and see if that fixes it and if not i could return it?
oh and its a '94 so it would be the auto tensioner right?
