The big stink on all this lately is that we (Texas) are under a federal watch. We had the worst pollution ratings last year. If Texas does not improve the air quality by Federal standards then Texas loses substatial Federal funding. So, they are cracking down. This is the same reason the morons thought that they would lower emissions by reducin the speed limits from 70 to 55. Go figure that one out, especially since speed limits are set based on Federal Safety Standards of safety, not emissions. LOL
