Why would pepboys charge 180$ for the part and then add on labor whereas other vendors sell it for a fraction of the price?
Because they are trying to rip you off. Seriously, never go to these guys again. Most garages will charge you double what the part costs them, but $110 for a belt?!?! Thats completely absurd...
Sounsd like you got it figured out.. order the parts and do it yourself. Simple fix..

$180 is about what we charge for a tensioner assembly when I worked at a local garage. (It was a factory part not a aftermarket anssembly). usually as a cheap fix we would just shove a 3/4inch driver in it and push it toward the belt some, sometimes the spring just needs a little help. If that fixes it then your assembly is bad, but sometimes the fix will hold for a pretty long time.
If it is bad you will almost always hear a squeeking sound from the belt
