If you have your HVAC controlls to "max" the clutch stays engaged, as well as recirculating the air within the cabin.
Leaving it on normal A/C, the compressor clutch disengages when it reaches an optimal pressure for the system. Generally, 30-50psi on the lower half of the compressor, 125-300psi on the high side.
If it isn't cycling, it isn't reaching normal pressures. Either your freon (R-134a in 96+ applications) is low, or something is wrong with your HVAC system.
