not true. 2000 bucks will get you some good stuff. for around a $1000 you can do the complete exhaust. 200 bucks for a lid or cai. and use whats left for either gears(depending on whether you have y87 in which case dont worry about it yet) or find hptuners or dhp and mess with some tuning.
theres quite a bit of this stuff you can find for cheap. theres always used cai and lids, and you can hit up the local junk yard to find a v8 take off exhaust. if you go that route you can save yourself some cash for more stuff

full intake & exhaust with a good driver can get you into the 14s. tuning with something like hp tuners or dhp can get you alot further.
if you look into gears go with either 3.73s or 4.10s
and since youre new and will probably ask at somepoint about it... do not buy a hypertech power programmer. they are a waste

It is easy and recommended to integrated the CAI kits for the 99+ cars into the supercharger intake. This utilizes the stock air box (put a k and n filter in it) rather than the low hanging rksport cone filter. It also can be done with or without cold air induction kit. you will want to do the smooth air lid mod and you can even cut out the bottom of the air box (to increase airbox intake port size) even if you do not intend to buy a formal ram air kit.
check it out....http://home.comcast.net/~grayman99/P...rge-tubing.htm
You can also integrate either a 94-97 rksport kit quite easily to the straight TB cars if you find a used kit for a good price. (that is what I did.)
read up on this topic with guides and info here to get you started.

the first half of the page is basic mods and the second half of page is all powerdyne related. goodluck.
