    What's the different between these two? Would anyone recommend getting one of these? When is the best time of the year to get it done?

    I don't understand what you want to know here. To rust-proof metal, use a good Primer Spraypaint or Rustproofing spraypaint. Oil Spray, Armor All, Spray Silicone, etc. would be best for weatherstripping to keep it from dryrotting.
