I've got one on my 95 with the 3.4L and I never noticed a difference. It does keep the throttle body cooler so that means the incoming air can get a little closer to the combustion chamber before hitting hot metal, which is the intake now instead of the TB. But, by itself it can't make much of an improvement. It helps in an additive manner. The more you modify your intake and exhaust, the more it can do for you. I already had a K&N intake and a descent exhaust so I thought it wouldn't hurt. I'd say go for it.
As far as where to get it, watch the for sale section. Somebody might have a used one or do a search for Dee's TB spacer and see if he's still making them.
