in my 98 firebird 3.8. ever since i changed the fuel filter and put a walmart Fram fuel filter in it.. i gotta hold the key over longer than i did before. does that sound like it is the cheap filter or could it be something else like the starter. i have all new coil packs, spark plugs, spark plug wires, pvc valve.

how can i test to see if its the starter? i have to hold the key over for 4 seconds to get it to start. i think when i get gas though..it starts right up..after i pump the gas. thats why i think its the fuel filter. dont know though

if it is cranking then its not the starter, you should get rid of that piece of crap fram

If not cranking for the 4 seconds: Starter or battery
Could be another prob altogether but this is the logic in the info you gave us.
