Is it hard to remove the fpr and do I need special tools?
I have low fuel pressure and when I turn the key on the pressure drops after a minute or to. Would a bad fpr do this?

a bad fuel pump wil do this also. Can we assume that you're using a fp gauge for verification?

Yes, I have a fuel pressure gauge. My fuel pump was changed in March to a Walboro 255 but my FPR is original with 75,000 miles on it.
