Can't rev motor

This has been an issue since I got the car, but I just ignored it since it doesn't affect its drivability.

It seems that if I try to rev my motor while in park or neutral it ends up sputtering without even reving at all. I don't really know where to start with this issue. While driving there is no hesitation and it drives great, so I am lost here. Any suggestions?

What RPM does the tach start bouncing? 3500 ish?

If I rev it anything above idle it sputters. It's the weirdest thing, it runs fine when driving but won't rev at all if in N or P.

Rev limiters are set at 4000 in P/N/R and 5950 in any froward gear. Has your car ever been tuned, someone may have changed them.

No, it was bone stock when I bought it.

Weird problem.. not too much of a problem but could be an indicator of a failing part. Has it always done this ever since you owned it? And did you buy it new or was it pre-owned?
