Well that sure changes things.
With the key in the ignition, I hear no "clicks" even here in Wisconsin.
mine only ticks when its cold... and only when its at idle... or at least thats the only time the exhaust is quiet enough to let me hear it. but yeah, its been doing it for a year or two. only in the winter.
the ticking is the IBCM circuit board that is located behind the glove box. When you first turn your key on it might tick when its cold. Its the same ticking as when your battery is dead but after a few seconds the ticking usually stops and you can start your car no problem(usually). this unit costs 210 or 190 with a discount. i am trying to get everyone with a 96(99%of the cars doing this are 1996s) to post. then i will send it to chevrolet and see if they will give us a recall or at least a bigger discount on this item. Its a long shot but we might just make it. keep posting. if someone can re edit this subject to say electrical ticking i would appreciate it. i dont know how. thanks.

I have the cold start problems also, the security light and the seat belt light go super fast and flash at like strobe light speed, the car will start, but if the security light and seat belt light dont catch while its started it shuts right off. Its a PITA cuz i have to rev the engine into high rpm with very lil oil pressure to make sure itll stay running. I have had a GM tech friend of mine look at it and he cant figure it out right now. Its not the VATS system because ive checked the resistence and it doesnt very much, but it does exactly what the vats should do if it doesnt get the correct resistence. Also even if i do wait for the dinging to come on normaly that doesnt make my car start automatically. sorrry bout the long post

We've already figured out the ticking comes from ICBMs only used on 1996 Camaros. When it's cold, mine will tick and flicker the lights when I open the door until I turn her over, then it stops, and everything is fine.
