Is this oil?

When I remove my intake tube from the car there is this stuff thats kinda puddled up on the inner bottom lip of the throttlebody. Then when I looked into my intaketube the **** was in there too. What is that and where is ti comming from?

I have a "type" of filter....why is that what they do?

i'm lost now. If you have a k&n air filter, the gunk at the bottom of the silencer could just be some of excess oil from when the filter was last cleaned.
