Re: Lock Cylinder
From Autozone repair guide for a 93-95 Camaro: I imagine the later years are analogous. You'll need a steering wheel puller.
REMOVAL & INSTALLATION
See Figures 1 and 2
1. Properly disable the SIR air bag system.
2. If not already done, disconnect the negative battery cable.
3. Place the lock in the RUN position.
4. Remove the steering wheel. (you'll need a steering wheel puller kit, rent one or buy one)
5. Remove the lock plate, turn signal switch and buzzer switch.
6. Remove the screw and lock cylinder.
CAUTION
If the screw is dropped on removal, it could fall into the column, requiring complete disassembly to retrieve the screw.

To install:
7. Rotate the cylinder clockwise to align cylinder key with the keyway in the housing.
8. Push the lock all the way in.
9. Install the screw. Tighten the screw to 14 inch lbs. (1.5 Nm) for adjustable columns and 25 inch lbs. (2.8 Nm) for standard columns. Re-center the SIR coil assembly.
10. Install the turn signal switch and steering wheel.
11. Connect the negative battery cable, enable the SIR system.
