please help.problem with my car,i have the proof

for like 2 months ago i noticed this on mi car.
when iam driving has poor aceleration especially beetwin 20 and 40 mph and other ****, i don't know if is right or not but the car won;t go over 4.000 rpm. i have the video here,is hard to see becose is low quality and was taked in night time.but cheq it [URL=http://s94015114.onlinehome.us/Nuke69/html/modules/My_Uploads/user_folders/Kreator/MOV00048.MPG]

are you reving it just in neutral?

the rev limiter in neutral will not let you go higher then I guess 4,000 rpms...

does it do it when driving down the road floored?
