Spontaneous Stall-like symptoms

I have a 2000 Camaro 3.8L Manual...

So I'll be driving at any speed ranging from 20-80mph WITH my air conditioner on, but when I put the car in neutral and let the car coast to a stop for awhile OR apply the brakes, my RPMs will drop to 0 and spike back up to 1000x then drop back down. It feels like the car's engine just wants to cut off but then starts back up then drops again. This only happens when I have the air conditioner on though. Any ideas whats causing this stutter in the engine??

Does it happen more often when you've been driving for a while or does it happen right when you start driving?

right when i start driving.. doesn't take too long at all

sounds like a major vacumm leak id disconnect the brake booster line and and plug it, try it then be careful it will take much more effort to brake dont follow closely.
if that makes it stop replace your brake booster

how many volts is it producing when the problem occurs?
