Im thinking no, the best place to look is or under the plastic piece on the cowl by the windshield wipers on the passenger side. pull the weather striping and some pins and see if there is one.

Maybe you need a blower motor

yeah I just checked both my 97 and my 01.. (no dash in them)

There are some foam on the flaps, but no filters... I'd say if its not blowing your looking at a bad blower motor.
if motor is fine, then you have junk in your vents... get one of those chimney sweep dusters and fish it to the blower motor.. but other than that, maybe one of your flaps are stuck closed...

sounds like a vacuum line came off if it will only come out of the defroster

What I think he was explaining is that the control you use in order to switch from Defrost to vents to feet...etc is vacuum controlled.
If a vacuum line is disconnected to the place where it switches the air flow, unfotunatly I do not know where/what this is, then you cannot switch to vents, etc.
Turn the fans to the lowest setting, and then turn the control knob to off. Then turn them to say vents and feet, or anything really. You should the vacuum changing the direction.
