Well from what he's said.. It appears he doesn't even have an IAT sensor. So sure, a missing sensor is bad. Bad sensor.. bad.
If however, you do not believe a resistor can negatively effect sensors, I challenge you to install one to one or both of your o2 sensors and tell me how that goes.
Because the PCM uses IAT to add fuel in cold conditions while in open loop. Start up and WOT are open loop. If the PCM is in closed loop it adjusts the AFR off input from the O2's. IF something is keeping the PCM in open loop then it will cause even worse mileage then just the condition holding it out of closed loop.

Brian, I've got this friend that's into computers.. Networking specifically. He's pretty socially challenged. I'm sure most that fall into that field are cut from the same cloth.
