Water wetter is designed for the track, where rules sometimes prohibit antifreeze (slippery if spilled). It provides corrosion protection and water pump lubrication that would be missing with plain water.
Used in street cars with antifreeze, it's harmless but, IMHO, doesn't do much.2000 Firebird convert, chameleon/tan, M5, Y87, TCS, BMR tower brace and panhard, KBDD sfcs, 245/50-16 GSCs

My guess would be it breaks down the surface tension of water so the water can bond to the aluminum in the radiator.
As a side bar, Rain-X works buy creating a molecule that bonds to the silicon oxide in glass on one side, and has a hydrohpobic (water hating) molecular chain on the oppsoing side. So when the rain comes, the hydrophobic portion wisks it away.
