Could also be a injector thats clogged, he should be able to test the ICM , and then test the injectors.

would I have to replace the injectors? or just put injector cleaner through it.

I replaced the Ignition control module, and that's not it. I'm loseing hope. =/

have you tried cutting the cat yet? You don't necessarily have to cut it off all the way to diagnose, you can just cut a slice before the cat with a sawz-all or grinder or even hack-saw... enough to let some air out, if this makes it run better, then it's the cat, if not then a muffler shop can weld up the slice for you...
