How exactly do I get these 2 clamps off? and with what tool, so I can upgrade my intake? and do the clamps go back on easy?

NO tools needed they are kind of spring loaded, just pull on the tabs.

Screwdriver for the one closest to the front of the car. The other I took off AFTER I pulled the rubber hose off of the silencer.

I just used side cutters and replaced them with band clamps.

I tried to do the fernco bellows mod the other day but need a longer piece of hard pipe.
