I totally agree with this on the 95-98's intake setups the intake is restricted with the silencers, the angled intake pipe/airbox setup, and the thin intake pipe. So yeah I definetly agree this would help the 95-98's. And I also agree that the stock intake on 99+ models would perform better if just left stock as opposed to using your setup.
Less angles and a wider pipe means less restrictive intake, some people lose track of that.
