I've found that fuel economy is largely based on where you drive, moreso than how you drive, and also on what kind of fuel you use.
The MAF screen removal will get you a few more ponies in 99+ cars, and won't decrease your fuel economy. It only makes sense though that by allowing more air through, you will also consume more fuel (a little bit more) and so your fuel economy might go down a maximum of 1-2mpg when you're really on it. Thats the tradeoff for the extra power though.
You shouldn't notice a decrease in fuel economy though, I haven't on the two fbodies I've owned so far 2002 5-spd NBM Camaro

On 98's and below it is not a good idea. That screen helps even out the airflow to the MAF. On 99 and up there is no bend in the TB and it makes sense for them. On my 97 it made the engine run rougher and had a loss in low end torque. I drove it like that for a few months with the screen out. Mileage did drop a bit but after putting it back in and resetting the PCM it ran like it is supposed to. In short, on your 96 it is not a good idea.97 Silver Bird
3.8 M5 Bone Stock Engine
15.528 @ 88.96 bone stock
www.fbodyenhancements.com/
