Not always true. In Califorina and NJ, for example, you need to be emissions legal to run your car on the street, and that means having cats.
But in Kansas, for example, where there are no emissions tests, you are 100% free to take them off whenever you damn well please.16 years old with no car and big dreams...Comment

I live in Philly, and the car will NOT pass inspection if you do not have a cat on it. Every car made after 1974 requires a catylitic converter, no matter where you live in the US. There are many sections in PA that don't have emission testing, but it's still illegal to remove the cat. If someone removes their cat(s) in an area that doesn't require emission testing, they are still liable to receive a citation for doing it. It IS illegal.

It is against federal law, read: felony, to remove the cats if its a road-going vehicle. If they have emissions testing, you will fail it. If they don't have emissions testing, you won't fail anything, but if you're ever checked up on by a cop... it is a felony.2002 5-spd NBM Camaro

We don't have emmisions testing here either and 95% of ALL Mustangs, F-bodies, and ricers run open or modified exhaust which includes no cats. The cops NEVER check and I haven't even HEARD of someone getting a ticket for this. HOWEVER....no matter where you live, it is ILLEGAL to remove emmisions control devices on your car. Just because the cops are cool where you live dosen't mean it's not against the law.
