Well, I believe I found part of the problem as to why it sounds bad. There is a leak where it goes into the muffler. Thanks for the imput everyone.

once all the carbon and whatnot builds up in the pipes.. it will soudn better...
new pipes will always sound hollow and bad..96 Camaro M5. hey, in my defense those rev's were done in idle. it sounds different under load.

Update, I discovered that there was a big hole in the weld where the pipe goes into the muffler and they couldn't get the welder in that area. So I used some JB Weld and fixed the hole.
