i was wondering if this could be a solution to take at least an 1" out of the hump in the floor:
cut out the cat and put straight pipe in and then cut the floorboard and straighten it out a bit (hammer or cut) and weld it back into place, cut the carpet a bit to fit, and !voila! passenger left foot room?

try it, and see how much a PITA it is. it'll cost a bit if u have somebody else do it, maybe 300-400. also, u cdon't have to take the cat off, u can get almost an inch of room between there anyways.
