there is an emissions specialist in my area who parks his van outside the downtown emissions testing center. He has his own engine anylizer and emissions sniffer. gaunteed to pass or money back. 45 bucks. the guy knows what he is doing. AWESOME. He has helped me with transplanted v8 project cars and even my dads 1988 fuel injected mercury grand marqui. for the v8 he tunes the carbuetor fuel mixture while hooked up to sniffer and anylizer. for the FI ford he was turning something by hand down between the radiator and the front of engine. I had to stay in car to work throttle. I wanted to ask him what the heck he was doing but he had a lot of customers behind me.
Try looking for somebody like that. This guy does not sell parts...he is just there to help you pass...not to sell you things and to do work you do not need.
Other than that...use the correct fuel for car. if tuned for 87 octane...use 87 octane, etc. maybe change oil. basic tune up, etc. but most emissions problems seem to be fuel mixture related. oh, yea, if air filter is old, get a new one.
