I am very interested in purchasing a Texas Speed Rumbler with a set of Pacesetter ceramic coated headrs, but i want to know if you need the "S" pipe for it like you do for the Loudmouth? Also what is the best cat to purchase to go along with this setup?

yes you have to buy a s-pipe and a catco cat is good but im not sure. i have heard a couple people having problems with them clogging soon but i think its a non-common problem

Patricularly if you're planning on running an aftermarket heads/cam setup later on, or a power adder I would definitely suggest the headers! They do flow quite a bit better than even the 00+ tubular manifolds, and wake-up even a mostly stock vehicle.

So this adapter kit just step up to the LS1 catback pipe size? So, lets say I've got a 3" cat that goes back into the stock S-Pipe (temporary) and decided to get a 3" LS1 catback here in a couple days.
