CAT QUESTION,.,,PLEASE LOOK

Im gonna order a new cat for my car soon, im gonna get a catco, but when i look at the summit website it gives me a few choices, i can get a cat in the following sizes 12",14",16-1/2" .

1. Which size should i get considering i am going for NJ inspection next month???

2. Do i need that air tube that comes out the side of the cat??

I went with part #cto-6007. The air tube comes already capped. As far as emissions, I don't know.
