how to get a cat

I'm told that the only way to replace a cat is if the old one breaks or goes bad. So if this is true, how do can I replace my stock one with a 3 inch high flow one? Remember, VA is pretty strict on these rules. Any ideas y'all?

damage it real bad, on the outside, then take it to a shop, tell them you got the replacement for it
