is a gutted cat the same thing as taking the cat off?
do they just gut it to pass inspections?
Is replacing the cat with a piece of pipe get better gains?
We dont have inspections in oklahoma so would no cat be the best?

Essentially, yes. They just remove all the innards from the cat so it's really just a hollow pipe. They leave the shell there so it looks like it still works.
Personally, I'd stick with a high flow cat. They flow good, and yet are still better for the atmosphere than no cat.

Guy A has camaro with only full exhaust including regular hi-flow cat. He runs a 15.7 in the 1/4 mile.
Guy B has camaro with only full exhaust including a gutted hi-flow cat. He runs 9.8 in the 1/4 mile.
A gutted cat will give you an extremely small gain over a regular hi-flow cat, if any at all. You will also notice a better sound out of a regular hi-flow cat as compared to a gutted cat.
