i just purchased the slp cai and their is no rubber seal that came with it and i think there should be. I have a 99 3.8 is it nessercery to have the rubber seal on my car to block the front of the air box?

I would think that the rubber seal is important cause it would make all the airflow come from the intake. My guess is that if you dont have the rubber seal on, some of the air that is comming from the intake will escape through the front of the airbox. you want the seal in there. air tries to find the path of least resistance so if the seal is not there it will go straight out the slot, but if it is there it will force the air through the filter. you can get a seal that will work at a home improvement storem they can be found in the door and window weatherstriping area. This is what i used on mine and it worked great.
