I drilled a 3/8" hole in the pipe after the cat/before the muffler (is it called the I pipe?).
The sound at idle is awesome, deep and gargly..pretty cool. There's a noticable sound difference (in volume) between idle and 2500. above 2500, can't notice a difference.
For where you live that has got to be one of the least intelligent idea's I've heard. King, Pierce and Snohomish county have some of the most strict Emissions laws I have ever had the misfortune of seeing.
Your car is what, a 97? Have you already undergone emissions? If so, then you are fine for 2 years. If not I would be worried when you do go in. You might pass, but the extra noise is going to cause questions....

I believe that the cat controls emissions, and the muffler controls sound regulations...no?
yea but...see all the exhaust is going out that hole..
problem with that being that emissions testing involves a "sniffer" that sits in your exhaust. they WILL NOT climb under your car to put the sniffer in, rather they will fail you for messing with the exhaust (problem we have here in CA).
you need to get a real cutout there so you can cap it when you get emissions tested so the sniffer will work and you wont fail, and then uncap it after you are done (a safe distance from the smog testing station)

Beside the chance that you will be having exhaust filtering into the
vehicle, you will be diluting the exhaust sample, which is a check that it
made during the emission test. The test contractor is looking for an exhaust
sample that is at least 6% CO2, if the leaking exhaust is diluted by
drilling a hole you may not make the 6% reading and not be able to test your
vehicle.

Yah, and as long as it's over $150 and you still fail you get a waiver from the emissions!

slap a stainless steel band clamp over the hole before going for the emissions test. i have seen these at the local pep boys and summit racing carries them as well. but if cash is tight you could just get a coupling for your pipe size, split it lengthwise, and u-bolt it over the hole. that would probably cost about $6.
You still have the whole except it's going out the tail pipe like it should. However if you have the muffler with only one exit then maybe do something like Matt did and put a cutout at that bend before the muffler, it can be capped for emissions testing or to return the sound to stock. Notice it is Angelfire so if it doens't work then it means too many people have accessed it recently, wait and it will work again maybe.
